A declined confirm returns HTTP 402, code card_declined, and the payment id. The payment status is failed.

Starter fees on a succeeded payment are 2.9% + $0.30. A $100.00 payment records a fee of 320 minor units. Growth and Enterprise test ledgers use 2.4% + $0.30 until an Enterprise rate is agreed. A presentment currency that differs from the settlement currency adds 1.5%.
